Victor is a respected health policy leader and advocate who has led efforts across Virginia to expand SUD recovery, Medicaid access, and behavioral health services. As SAARA’s Executive Director, he helped pass major reforms, including Virginia’s first recovery high school and bipartisan “barrier crime” legislation. He previously led workforce programs at the Neighborhood Resource Center and consulted on Medicaid policy, supporting nonprofits with grants and program growth.

In 2021, Victor was appointed by Governor Ralph Northam to the Virginia Opioid Abatement Authority, where he served was Secretary of the Board. He also serves as Chair of the Virginia Addiction and Recovery Council, helping to guide statewide efforts to address addiction and support recovery.

Victor is actively engaged in civic and political life. He was named to Style Weekly’s “Top 40 Under 40” in 2022 and recognized by the Community Foundation for a greater Richmond as an Emerging Nonprofit Leader and a 2024 CEF BRAVO Award recipient. He also serves on several boards and commissions, including the Richmond City Planning Commission.

Victor is a 2023 graduate of the University of Virginia’s Sorensen Institute Political Leaders Program and a 2022 alumnus of Leadership Metro Richmond’s Leadership Quest. He holds an Executive Certificate in Nonprofit Management from Georgetown University’s McCourt School of a Public Policy, a Bachelor's degree in Leadership from Old Dominion University, and is currently pursuing his MBA at Georgetown University’s McDonough School of Business.

A first-generation college student and former Boys & Girls Club kid, Victor’s passion for service is rooted in his lived experience.
